Sultan Mohammad Mirza, known as Saif al-Dawla, was the 48th grandson of Fath-Ali Shah Qajar and the governor of Malayer. During his tenure as the Amir Tuman of Kermanshah, he stopped in Malayer for rest while traveling from Kermanshah to Tehran. To benefit the people, he purchased lands in Malayer from the government and decided to dedicate part of his properties and wealth to building a hospital, a school, and helping the poor. Another of Saif al-Daula's endowments in Malayer is Saifieh Park, the first public recreational area, constructed with the collaboration of Italian architects. His burial place is in Saifieh Park.
